Italy has introduced updated procedures for international student enrolment for the 2026/2027 academic year, setting out clearer rules on pre-enrolment, visa processing, and eligibility requirements for higher education applicants.
The new framework, jointly issued by the Ministry of Universities and Research and the Ministry of Foreign Affairs and International Cooperation, outlines how international students must navigate entry, residence, and admission to Italian universities, as well as the recognition of foreign qualifications.
Pre-enrolment through Universitaly becomes mandatory first step
Under the updated system, all international applicants must submit pre-enrolment applications through the official Universitaly portal, which serves as the central platform for initiating the admission and visa process.
The pre-enrolment stage is now a prerequisite for all subsequent steps, including visa applications and university admission assessments. Supporting documents and procedural guidelines are published on the dedicated international student section of the platform.
Applicants are strongly advised to carefully follow the procedural instructions, particularly those outlining responsibilities shared between universities and diplomatic-consular missions.
Visa approval remains strictly discretionary
A key feature of the updated rules is the reaffirmation that the issuance of a study visa remains the exclusive responsibility of Italian diplomatic-consular missions.
Validation of a pre-enrolment application by a university does not guarantee a visa appointment or approval. Instead, consular authorities must independently assess each case, including the applicant’s academic suitability and the absence of migration risk.
This assessment includes factors such as socioeconomic background, academic history, and consistency between previous studies and the chosen degree program.
Deadline structure set for 2026 and 2027
For the 2026/2027 academic year, student visa applications must be submitted no later than 30 November 2026. For the 2027/2028 cycle, the deadline is 31 October 2027.
These deadlines apply to standard degree programs, including bachelor’s degrees, master’s degrees, single-cycle degrees, and academic diplomas at both first and second levels.
Other programs—such as PhD studies, Erasmus exchanges, foundation courses, and single courses—do not have fixed submission deadlines, although applications must be completed before the start of academic activities.
Universities may also set earlier internal deadlines depending on program schedules.
Appointment system linked to university validation
A notable operational change concerns visa appointment scheduling. The Embassy of Italy in Islamabad has confirmed that student visa appointments will now be directly allocated through its outsourced service provider, BLS-Intiana, rather than relying solely on applicant booking.
Appointments will be issued only to students whose pre-enrolment applications have been validated by their respective universities on the Universitaly platform. Eligible applicants will be contacted individually via the email address provided during registration.
Appointments will be assigned in chronological order, based on the date of university validation, streamlining what has historically been a highly competitive booking process.
Eligibility restrictions and residency requirements
Authorities have also clarified that only applicants residing within the Embassy’s consular jurisdiction will be eligible to submit visa applications. In addition, only candidates with fully validated pre-enrolment applications will be permitted to proceed to the visa stage.
Applicants remain fully responsible for ensuring that all documentation is complete and meets the eligibility requirements set by both universities and consular authorities.
A more centralized but stricter system
The 2026/2027 procedures reflect Italy’s continued effort to centralize and regulate international student mobility through digital platforms while strengthening visa integrity checks.
While the system offers clearer procedural guidance and more structured appointment allocation, it also reinforces strict compliance requirements, particularly around pre-enrolment validation and migration risk assessment.
For prospective students, early preparation and careful adherence to procedural timelines will be essential to successfully navigate Italy’s higher education admission pathway.
